I regret that my first communication to you is not only to congratulate you on your election and thank you for your service. I do so now after being long delayed by illness.

Attached is a copy of a letter I have sent to the Attorney General, along with a package of information related to my communications with state medical authorities. I send it for your review in the event any of the circumstances fall outside the purview of the Attorney General's office or other state agencies.

I hope it is self-explanatory but my illness has made it difficult to cover all the bases. After three years I am have not completely recovered and probably never will. I have no doubt that during the intervening time others have suffered injuries such as mine and in fact some have died as a result. Please advise if you have any questions.
